Resolve Rodare-> Robis integration

Huste, Tobias requested to merge rodare-robis into master

Tasks:

  • Publish in ROBIS after publishing in RODARE
  • Redirect to ROBIS if pub_id not present
  • provide trigger-function to trigger update from ROBIS
    • store pub_id and doc_id
    • create or update related_identifier
  • update ROBIS entry on change in RODARE
