Pre release v1.1.0

Smith, William requested to merge pre_release_v1_1_0 into main

This release contains the following changes:

  • general cleaning up of code changing python3 pip to just pip
  • the addition of bluesky_qserver so that we can use this image to run the qserver as well as the ipthon env. See WP 2700
  • pinned bessyii and bessyii_devices to a tag
  • fixed dependency problem with apstools and databroker re wp2780
