Fix wrongly computed (too high) KPI

Uwe Jandt (DESY, HIFIS) requested to merge fix-kpi-glitch-again into master

Fixing yet-again insanely high KPI when a service grows exponentially (nearly).

  • Extract the minimum to refer to not from the whole data set (as before), instead only from the considered time range (i.e. after service onboarding)
  • Fix error of disappearing services (events, limesurvey)
