Draft: Annual report 2022 main branch
The purpose of this MR is to collect data and discussions dedicated for the HIFIS report 2022.
Source-wise, it only introduces fixed reporting dates as desired for that specific annual report.

Adapt colours -
Fix close-to-zero bug that especially affects DKFZ Limesurvey, to some extent already for reporting date 2023-01-01, but to an enormous extend later on (2023-02-17 ff)
