Fix stylesheet import and gem dependency issues reported in CI pipeline

Update Ruby and all dependencies to latest versions, fix stylesheet imports, and add explicit rake dependency take these issues into account: https://github.com/protocolbuffers/protobuf/pull/15203 and https://github.com/jekyll/jekyll/issues/9294
