Resolve ""Overarching Work Packages" menu item redundant"

Proposal to remove the Overarching Work Packages in the menu, because so far the three items listed can be found elsewhere. I kept the page in case there are more overall items in the future. I checked there was no deeplink to .../overall-overview.html
