Add trigger for owl build to ci pipeline

This modification to the .gitlab-ci.yml adds a new staging to trigger the other repo (EM_Glossary_OWL) to start its own pipeline, this will be the emg-edit.owl and commit to the repo.

Ideally, it should be tested with a change to a yaml and a commit to main.
