Replace container image used to build the Singularity container

This merge request contains the following changes to fix the CI/CD pipeline:

• Use an up-to-date image from quay.io/repository/singularity/singularity
• Remove fakeroot parameter
• Add GitLab CI/CD docker tag to always select a suitable privileged runner
