Add licensing information

Huste, Tobias requested to merge 148-add-licensing-information into master
  • Add licensing information according to the REUSE recommendations
    • MIT for code
    • CC-BY-4.0 for the rest
  • Lint licensing in .gitlab-ci.yml via reuse lint
  • Install dependencies via poetry and specify the authors via pyproject.toml
