Update on Structure page
Shortening + slight restructuring of "Organisation" page (Review App)
- Removed old cluster descriptions + added links to new "services" page
- Removed extra page for incubator process (helmholtz.de has this)
- Added the graph on cluster-centre distribution
- Bits of formatting
- Changed the title to "Structure and Governance", both on main page and on title lane.
