Improve CI tests and install the most recent CheckMK agent

  • Add support for Debian 11 and Ubuntu 22.04, drop Debian 9
  • Improve caching in GitLab CI
  • Use molecule-podman instead of molecule-docker
  • Use the most recent available checkm deb package

Note: The network needs to be created manually for now. There is a bug in the molecule-podman implementation: https://github.com/ansible-community/molecule-podman/issues/28. The PR is pending.
